FLAIM Systems Partners with Cedar International Services, a Hui Huliau Company, to Accelerate Access to the U.S. Defense Simulation and Training Market

Non-exclusive reseller agreement with Cedar International Services, an SBA 8(a) certified Hui Huliau company, gives FLAIM a robust pathway into the U.S. Department of Defense market.

FLAIM Systems Pty Ltd (FLAIM), a global leader in XR immersive training solutions for fire, HAZMAT and explosive ordnance disposal (EOD) scenarios, today announced a non-exclusive reseller agreement with Cedar International Services, LLC, a Small Business Administration 8(a) certified company owned by Hui Huliau, a 501(c)(3) Native Hawaiian Organization. The agreement is intended to accelerate FLAIM’s sales growth within the U.S. defense market.


Entering the U.S. Department of Defense (DoD) supply chain is a well-known challenge for non-U.S. companies, given the time, cost and complexity typically involved in federal acquisition. Cedar offers deep experience in U.S. federal government contracting and an extensive network of employees, customers and partners, providing FLAIM with a faster and lower-risk route to market.


Cedar International Services’ SBA 8(a) certification allows it to secure Department of Defense sole-source contracts of up to USD $100 million without a Justification and Approval (J&A), and contracts of unlimited value with an approved J&A. Contracts awarded on this basis cannot be protested, providing an expedited and reliable route to market that materially reduces the time, cost and risk normally associated with competitive federal tendering.


Under the agreement, Cedar International Services will be authorised to offer FLAIM’s Firefighter and Fire Extinguisher Training Systems to DoD program managers and contracting officers. This pairs FLAIM’s proven training technology with Cedar’s federal contracting expertise, experience navigating the sole-source award process, and capability to provide added-value contracted services to ensure successful technology implementation.


The relationship also reflects Hui Huliau’s broader mission: revenue generated through its federal contracting companies, including Cedar International Services, supports community, education, and economic development programs for Native Hawaiians on the Waianae Coast of Oahu and beyond.
